Lagos was ranked 137 out of 140 in the Economist Intelligence Unit’s (EIU) 2014 Global Livability survey that examines liveability conditions across the world. Lagos ranked with the likes of Damascus in Syria, Dhaka in Bangladesh and other cities in Pakistan, Zimbabwe and Libya.
The factors that determine how scores and ranks were calculated include Healthcare, Culture and Environment, Stability, Education and Infrastructure. The EIU Survey assesses which locations around the world provide the best or the worst living conditions. Generally, surveys like this including the previously covered Mercer survey are designed for use by employers assigning hardship allowances as part of job relocation.
The EIU’s liveability rating quantifies the challenges that might be presented to an individual’s lifestyle in any given location, and allows for direct comparison between locations.
This year Melbourne remained the most liveable location of the 140 cities surveyed, followed by the Austrian capital, Vienna. Vancouver, which was the most liveable city surveyed until 2011, lies in third place. The score of Damascus in Syria has continued to decline.
Cities registering improvements are largely based in countries that have enjoyed periods of relative stability following significant falls in liveability. At a global level, average instability continues to see marginal declines, with sharp falls in specific hotspots weighing on a more static global backdrop. The average global liveability score has fallen by 0.16 and 0.22 percentage points over the last six and twelve months respectively, to 75.33.
