Who are the Key Players and what are their projects?
- Chevron Employees Multipurpose Cooperative Society (CEMCS)
CEMCS, formed by the staff of Chevron Nigeria Limited, assumed ownership of Nicon Town Estate in Ikate, Lekki, after Nicon Lekki Limited sold the majority of its plots to CEMCS in 2001.
Nicon Town Estate is a well-planned residential development covering 57 hectares along the Lekki-Epe Expressway, completed in 2007 by CEMCS. Following this, CEMCS developed Melrose Park Estate, a 14-hectare residential community strategically located along the Lekki corridor.
Most recently, CEMCS has partnered with Metrospeed Property Development Limited to invest in the Metro Smart City project, a new large-scale urban development initiative located off Freedom Way, Lekki Phase 1, Lagos.

2. Shell Lagos Staff Cooperative (COOPLAG)
COOPLAG, formerly the Shell Staff Cooperative Investment and Thrift Society Limited, is the cooperative of employees of Shell Nigeria and Renaissance Africa Energy Company. In recent years, it has made a bold entry into the luxury residential market.
COOPLAG’s flagship luxury development project, The Autograph, is a recently completed project located on Banana Island Road in Ikoyi. In addition, COOPLAG has developed the COOPLAG Gardens Estate along Orchid Road, Lekki, a serviced residential estate of 5-bedroom detached and semi-detached duplexes. The cooperative also partnered with Prindex on the development of Oakside Mews, comprising 35 units of 2 and 3-bedroom apartments in Yaba GRA, Lagos. As of March 2026, COOPLAG unveiled their latest development, Oyster Towers, a luxury residential development in collaboration with Veritasi Homes, which is located in Eko Atlantic City, Lagos.

3. Shell East Staff Investment Cooperative Society (CoopEast) & ExxonMobil Staff Cooperative (EMCOOP)
CoopEast is the cooperative society of Shell’s eastern operations staff, primarily employees based in the Niger Delta. CoopEast partnered with EMCOOP, the ExxonMobil Staff Cooperative Multipurpose Society, to co-develop CoopEast Beach Resort Estate. The two cooperatives commissioned Brains and Hammers to deliver CoopEast Beach Resort Estate, located on Oba Akinloye Drive, Ibeju-Lekki, Lagos. The project, which broke ground in August 2019, was formally handed over in June 2022, to considerable fanfare from both cooperatives.
Another development solely owned by the ExxonMobil Staff Cooperative Multipurpose Society is Chaplin Court Estate, a private residential estate located on Ogombo Road, Ajah, Lagos. The estate permits only single-family dwelling units per plot, ensuring a serene, low-density environment ideal for families seeking privacy and orderliness.

4. TotalEnergies Staff Housing Cooperative Multipurpose Society Ltd (TEHCOOP)
TEHCOOP is a newer cooperative entity from the Total E&P upstream coop in 2020. Though younger, it has positioned itself to deliver its flagship project, Louisville.
Louisville is a $150 million mixed-use complex located in Eko Atlantic City, Lagos. It will feature high-rise towers: the residential tower (Phase 1) will deliver 157 premium apartments.
The broader Louisville development will include a hotel, retail shops, multipurpose halls, cinemas, a games arcade, sporting and wellness facilities, and others. Louisville has also received dual EDGE certifications from the International Finance Corporation (IFC), recognising its green building credentials for sustainable leadership.

5. Lagos NSCDC Multipurpose Cooperative Society Limited
Lagos State Command of the Nigeria Security and Civil Defence Corps Multipurpose Cooperative Society Limited had a groundbreaking ceremony of their flagship project named NSCDC Cooperative Estate, Igbehin Community. This project is a 300-unit development of one and two-bedroom residences located in Igbehin Community, Agbowa, Ikosi-Ejirin, Lagos. The project is fully funded by Youniverse Properties, with a flexible five-year repayment plan for officers. This is an affordable housing scheme and is quite different in character from the IOC luxury developments.NSCDC Cooperative Estate, Igbehin Community.
6. Eko Akete (Mainland) Cooperative Multipurpose Society Limited
Eko Akete (Mainland) Cooperative Multipurpose Society Limited is one of the oldest cooperative societies in Lagos, founded in 1962. They recently developed Oluwole Ogunlolu Housing Estate, a 28 two-bedroom flat on Governor’s Road, Ikotun, commissioned on 14th July, 2025. It’s a development that aims to serve the mainland Lagos community, particularly for the welfare of the members.
Why Are Cooperatives Investing in Real Estate?
- The cooperative movement exists to serve members’ financial and social needs. For employees of multinational oil firms, cooperative-owned developments provide an advantage by enabling them to own and live in a well-maintained environment as part of their overall compensation.
- Nigeria’s inflation and currency volatility have made traditional savings instruments less attractive. For cooperative societies managing large pools of member funds, real estate constitutes a relatively stable asset class that preserves value over time. Real estate offers stable, long-term returns, making it an ideal vehicle for growing collective member wealth. Dividends from rental income and capital appreciation are subsequently distributed back to members.
- With a housing deficit of over 17 million units, there is high demand for residential developments, creating a market for cooperative developers t invest in, and also provide affordable housing for their staff and the public at large.
