Recent data from Estate Intel indicates that 2027 will see the completion of up to seven headquarters projects for Federal Government Agencies, Intergovernmental Agencies, and Financial Institutions. These entities are seeking to consolidate operations as they expand and secure long-term positioning near the seat of government. Abuja-FCT is already home to several head offices, including the BOI HQ Building, Nigeria Customs Headquarters, PTDF House, the African Development Bank Head Office, the recently completed Afrexim Bank African Trade Center, and many others, reinforcing its status as a key administrative and corporate hub attracting both domestic and international companies.

Estate Intel’s latest data indicates that Abuja’s total office stock is projected to grow by 45% by 2030 — a sharp contrast to Lagos, where the increase is expected to be 11%. This surge is driven by institutions and private companies seeking proximity to the Federal Capital Territory, expanding their operations, and relocating to larger, purpose-built headquarters, exemplified by the new INEC HQ annex highlighted by Chairman Mahmood Yakubu.

Here are the top headquarters under construction in FCT, Abuja, with their descriptions:

  • Federal Inland Revenue Services (FIRS) HQ

FIRS HQ is a Grade A office development with a Gross Leasable Area of 36,660 sqm on Kur Mohammed Avenue, in the Central Business District of FCT. It is being developed by the Federal Inland Revenue Services and China Civil Engineering Construction Corporation Nigeria Limited as the main contractor. ATO Architects, who designed the tower, reported the building to cost ₦39.2Billion ($233Million) as of August 2014 and comprises three towers joined at the center. Construction commenced in 2015, and it is nearing completion. When complete, it will be home to the newly established Nigeria Revenue Service. The current FIRS Headquarters is located at No. 14, Sokode Crescent, Wuse Zone 5, Abuja.

  • African Reinsurance New HQ

The African Reinsurance HQ by the African Reinsurance Corporation is an upcoming 12-floor office development on Independence Avenue, the Central Business District of the FCT. It is a Grade A building built on a land area of 5,800sqm and a Gross Leasable Area of 13,000sqm. B.Stabilini & Co. Limited is the main contractor, whereas Arabi Bello & Associates is the project manager.

The current headquarters, Africa Reinsurance House, is located in Lagos, Nigeria. The planned move to a Grade A development in Abuja’s Central Business District positions  African Reinsurance Corporation at the center of the country’s administrative and diplomatic activity, while also marking a strategic upgrade in its operational infrastructure.

  • Nigerian Upstream Petroleum Regulatory Commission (NUPRC) HQ – Barrel House

NUPRC HQ – Barrel House is a pipeline office development on an 8,020 sqm piece of land in the FCT with a Gross Leasable Area of 48,400 sqm. It is being developed by the Nigerian Upstream Petroleum Regulatory Commission, while Julius Berger Nigeria Plc is the main contractor. 

The current headquarters of the Nigerian Upstream Petroleum Regulatory Commission is located on Sylvester Ugoh Crescent,  Jabi District, Abuja, which will now be the Jabi office once the new headquarters is completed.

  • Development Bank of Nigeria (DBN) HQ

The Development Bank of Nigeria Headquarters is a 10-floor office project currently under construction in Wuse II, Abuja. The project is being developed by the Development Bank of Nigeria, with SABC Limited serving as the main contractor. The Development Bank of Nigeria (DBN) is currently headquartered at Clan Place in Abuja’s Federal Capital Territory (FCT).

  • INEC Headquarters (Annex)

The INEC headquarters (Annex) by the Federal Capital Development Authority is also in the pipeline, located on Zambezi Crescent, Maitama, FCT. Commissioned by President Bola Ahmed Tinubu on July 17, 2025, the Grade A office development is currently under construction, with Queensville Turnkey Projects serving as the main contractor. The project offers a Gross Leasable Area of 31,350 sqm. 

The new annex will complement the existing headquarters located on Zambezi Crescent and include offices, meeting rooms, a 1,000-seat auditorium, and an election history museum.

  • Eye of West Africa (ECOWAS HQ)

The ECOWAS Headquarters, also known as Eye of West Africa by Shaanxi Construction Engineering Group Company, is located on Airport Road, FCT. Commissioned on December 4, 2022, by the late former President Muhammadu Buhari, the project is funded by the Chinese Government through ChinaAid.

The new headquarters project comprises a central office block with a ground floor and 9 upper floors, flanked by east and west wings, each rising to 7 floors. The development also includes a conference centre, as well as dedicated buildings for maintenance, sports, and banking facilities.

  • National Defence College HQ

The National Defence College HQ by the National Defence College is located at Abubakar Sulaiman Avenue, Lugbe, FCT. The new headquarters project is an eight-floor development located in the Piwoyi campus. It is estimated to be completed by December 2026.
